Neal Townsend joined Energy Strategies in 2001 and supports the firm's consulting efforts on both regulatory matters and client strategic market assessments. In this capacity, he provides technical assessments of various energy issues and develops and reviews computer models used to evaluate electric and natural gas matters on behalf of Energy Strategies' clients.

His regulatory expertise includes investigation of interstate cost allocation across multiple jurisdictional entities served by a single electric utility, cost allocation across various customer classes of electric and natural gas utilities, modeling used to estimate and simulate an electric utility's variable power costs, development of avoided and marginal cost studies, and electric utility resource planning.

Prior to joining Energy Strategies, Neal was a Utility Rate Analyst with the State of Utah, Division of Public Utilities where he performed numerous analyses and investigations of electricity and natural gas issues requiring regulatory oversight. Neal also worked for a consulting petroleum engineering firm that provided economic and technical assessments of producing oil and gas wells and drilling prospects.
