ASSOCIATE Principal

Kathleen Fraser joined Energy Strategies in 2016 and supports the firm’s efforts to provide clients with energy market and transmission system analysis, as well as insight on energy and environmental policy in the Western Interconnection.

Prior to joining Energy Strategies, Kathleen worked with a renewable energy project developer where she led development efforts for utility-scale solar and wind projects in the Southwest. In this role, she managed the development strategy for a 1,500 MW wind project and contributed to the successful completion of 210 MW of solar PV projects.

Previous to working in the renewable energy industry, Kathleen worked at Pacific Gas & Electric Utility (PG&E) in various positions, including Senior Regulatory Case Manager. In this capacity, she managed the utility’s regulatory proceedings for California’s carbon reduction programs under the Global Warming Solutions Act of 2006 (AB 32), including the state’s cap-and-trade program. Kathleen oversaw the regulatory processes that distributed nearly $900 million to electric utility customers from cap-and-trade proceeds.
