Jeff Burks joined Energy Strategies in 2008, after a 29-year career in the electric utility industry and state government. Jeff leads the firm's efforts in sustainability and climate change, by providing clients with high-level strategic, regulatory, and investment advice on the many aspects of corporate sustainability, sustainable energy development, and climate policy.

Jeff recently served as Director of Environmental Sustainability for PNM Resources, Inc., a New Mexico-based utility holding company, where he spent four years directing the company's strategic planning, business tactics, and policy and program development for its environmental sustainability initiative and climate policy engagements. Jeff represented PNM Resources on the Steering Committee of the U.S. Climate Action Partnership and led the company's participation in the Western Climate Initiative. 

Prior to joining PNM Resources, he spent 25 years working for the state of Utah in various energy policy positions, including State Energy Program Manager, Director of the Utah Office of Energy and Resource Planning, and State Energy Policy Coordinator to Governors Michael O. Leavitt and Olene S. Walker.
