Associate Principal
Courtney Higgins joined Energy Strategies in 2011. She primarily supports the firm’s regulatory practice area. Courtney evaluates utility filings, including detailed work papers and models. She provides in-depth analysis and develops discovery requests in support of testimony prepared by Energy Strategies in general rate cases and specialized proceedings and provides analytical support to legal counsel in settlement negotiations.
Her expertise includes electric and natural gas revenue requirements, test period determination and adjustments, utility resource planning, fuel adjustment mechanisms, interjurisdictional and class cost allocation, and rate design. During her tenure at Energy Strategies, Courtney has assisted in cases in two dozen jurisdictions and has also appeared as an expert witness.
In addition to participating in regulatory proceedings, Courtney conducts regulatory policy research, prepares reports, and provides recommendations addressing specific client concerns regarding utility ratemaking practices.
